Basically you have to find a station with zero noise. Keep searching there are some. Which radio do you have? I have the Starmate Rewind.

I know that on some of the new FM Modulated ones that instead of a wide broadcast to the antenna, it actually has a piece that connects and splices into the antenna on the car (actually slides over the antenna)...my installer buddies hate them, but when hooked up right it is almost as good as the direct connect digital units. I don't know if this is what yours is but maybe something to look at.
Sorry if this doesn't help

The issue is, the newer units don't have a built in FM modulator. The FCC nazis changed the rules so you have to direct connect your SR to whatever radio you have in the car, or use that stupid slide over the antenna deal. You could also check the FM level that the SR receiver sends out. My XM radio has a setting in the menu for this.

The adapter that slides over your antenna is XM, Sirius has one that mounts inside the car near your antenna location. Looks on the bottom of the box and if it has FEA to the left of the barcode it includes the adapter.
The new units have FM modulation built in but not near as strong as the old ones. Another route to try is a hardwire modulator that hooks into the back of your head unit in line with the antenna connection. It cuts off all other FM signal when powered on.

I would get a hardwired modulator. You just simply unplug the antenna from the back of the radio and plug it inline with it. It will block out all the other signals from over powering the Sirius signal. XM has something called Sureconnect that has a physical connection to the antenna outside the car and it wirk pretty good. It just looks dumb. I use it at work and I don't have to chance the station very much if at all....

Only when the Sirius is on. If you want to listen to a local station ( ) all you have to do is turn the Sirius unit off and it will connect the antenna as if there were nothing different at all.
